Is these demands are new ?

• There is no immediate contradiction of Pakistan demands . Pakistan repeatedly demanded to reinstate the Jammu and Kashmir since the status J&K became Union territory ( August 2019 ) has been removed .

• Indian Government has repeatedly said that the centrally controlled territory J&K will be gave the status of state at an appropriate time' statement by Amit Shah

• In October 2020 , Yusuf commented that India was interested in talks with Pakistan . This generated the interest in political circle .

Why Pakistan extending treaty proposal ?

It is especially important for Pakistan because this ceasefire has potential to lead to a 'wider engagement' with India which will turn allow Pakistan to focus on ' economic stability ' which has become the latest credo in Pakistan's foreign policy and security strategy .

The Development between Pakistan and India

• There are the possibilities that India Pakistan relations are rapprochable.

• As we know , India wants Pakistan to stop sponsoring terrorism . Till Pakistan does not take any concrete step on this , the progress is difficult.

• While officialy both India and Pakistan are playing down the importance of the February 25 2021 , ceasefire recommitment . India clearly declared that it is joint statement of both India and Pakistan but Pakistan didn't mentioned the joint statement .

• But there is a doubt that something fundamental new can occur between India and Pakistan this time around .

Attempts for engagement

It has been seen that whenever India and Pakistan take steps to improve relations, then Pakistan terrorist attacks on Indians , So that India has to retreat.

The Prime Minister spoke to Mr. Imran Khan on 30 July 2018 and congratulated his party for emerging as the largest political party in the National Assembly. The PM also sent a congratulatory letter to PM Imran Khan on 18 August 2018 wishing for a meaningful and constructive engagement for the benefit of the people of the entire region. The External Affairs Minister congratulated the new foreign Minister on 22 August 2018.
Pakistan wrote back on 14 September 2018 and suggested a meeting between the foreign ministers at the UNGA in New York. The new Foreign Minister of Pakistan also wrote to the EAM on 17 September 2018 with a similar proposal. These letters spoke of Pakistan's readiness to bring about a positive change and mutual desire for peace and to discuss terrorism. India accepted Pakistan's offer for a meeting on 20 September 2018. However, within hours of India's acceptance, Pakistan-based terrorist organizations brutally killed three police personel in the state of Jammu and Kashmir. Moreover, India's strong opposition to Pakistan and calls for remedial action were rejected outright. Under such circumstances, it was assessed that any talks with Pakistan would make no sense. India was left with no option but to cancel the meeting between the foreign ministers of India and Pakistan in New York.
PM Modi received a telephone call from Pakistan PM on 26 May 2019 congratulating him on election victory. PM Modi thanked him and recalled his earlier suggestion to Pakistan PM to fight poverty jointly. PM Modi also stressed that creating trust and an environment free of violence and terrorism were essential for fostering cooperation for peace, progress and prosperity in the region.
Pakistan is yet to respond like a normal neighbour. It has continued to restrict even normal trade and connectivity with India. On 7 August 2019 Pakistan regrettably took unilateral actions to downgrade diplomatic relations with India in an attempt to present an alarming picture of bilateral ties to the world. India has urged Pakistan to review its unilateral actions in respect of relations with India so that normal channels of diplomatic communications are preserved.
